ESPON Project 1.1.1 The main aim of this teport is to investigate the role and potentials of urban areas as nodes in polycentric development. The general objectives are:
- To contribute to the identification of the existing spatial structure of the EU territory, in particular the degree and diversity of physical and functional polycentrism at different geographical scales
- To define concepts and find appropriate territorial indicators, typologies and instruments as well as new methodologies for considering territorial information linked to polycentrism
- To detect territories most negatively and positively affected by the identified trends
- To develop possible orientations for policy responses, taking the diversity of the European territory into account, and considering institutional, instrumental and procedural aspects.
The second part of the report, outlines the objectives,approaches, methods, concepts and preliminary results of the different work packages

The documents published here represent an enormous reservoir of information on INTERREG programmes active throughout Europe.They contain experience and practices from which lessons can be learned, particularly as the Mid Term Evaluation is intended to review the continued relevance of the activities of the programme and the efficiency and effectiveness of programme management. It focuses on how the programme budget is allocated and on how it is addressing the thematic priorities. The evaluations were carried out by independent evaluators who made concrete recommendations designed to tackle the weaknesses and capitalise on the strengths that were identified. Programme managers are required to follow up on the recommendations of the Evaluations.
