Every INTERREG programme was required to deliver the Mid Term Evaluation to the European Commission by the end of 2003 (the half way point for the programming period 2000-2006). The documents published here represent an enormous reservoir of information on INTERREG programmes active throughout Europe.They contain experience and practices from which lessons can be learned, particularly as the Mid Term Evaluation is intended to review the continued relevance of the activities of the programme and the efficiency and effectiveness of programme management. It focuses on how the programme budget is allocated and on how it is addressing the thematic priorities. The evaluations were carried out by independent evaluators who made concrete recommendations designed to tackle the weaknesses and capitalise on the strengths that were identified. Programme managers are required to follow up on the recommendations of the Evaluations.
