Title: Assessment as a process. Functions of project evaluation for regional governance
Description: Within many regional development projects, evaluations are only accepted because funding institutions prescribe this kind of control. But methods of assessment can transform the character of evaluation being oriented in a communicative way towards the involved actors and the planning process. Two examples of intermediate evaluation of projects ;Metropolitan Region of Hamburg and :the ex-ante evaluation of projects within the INTERREG-IIIb cooperation area show this.
